40/50 Year Recertifications & Milestone Inspections

Hellas Engineering offers preconstruction and construction phase services for Building 40/50 Year Recertifications and Milestone Inspections.

Our approach includes the investigation of the elements of a building as detailed in the guidelines provided by the local enforcement agency. During the investigation, we assess the overall condition of the existing structure.

Every building recertification investigation is followed with a comprehensive investigation report, which thoroughly details our findings, conclusions and analysis of the existing conditions, and recommendations for cost-effective, long term repair solutions. The report also includes the completion of the standardized recertification forms.

During the pre-construction phase, our team develops project specific specifications, assists with bidding and contractor selection and contract negotiations and prepares all required documents required for permitting.

During the construction phase of the project, our team of Engineers and Licensed Building Inspectors perform onsite inspections to ensure specification and contract compliance and provide all necessary construction administration.

Upon completion of all the repair work, Hellas Engineering will provide the necessary documents required for the re-certification.

What is it?

  • Building Safety program created in 2005
  • Effective in Broward County since 2006
  • Modeled after Miami-Dade County program which was established in 1970s
  • Structural & Electrical safety inspections for buildings 40 years old or older, every ten years thereafter
 

What is the purpose?

  • Both counties have had instances of structural building failures
  • By having such programs in effect, we are minimizing the possibilities of future failure
  • Buildings will also be better prepared for hurricanes.
 

Who mandates the recertification?

  • The Board of Rules & Appeals obtains a list of buildings meeting the program requirements each January from the County Property Appraiser’s Office
  • This list is furnished to building officials.
  • The program is administrated by the City Building Department or the County Building Department
 

When is it due?

  • January: Board of Rules & Appeals obtains building data from Property Appraiser’s Office and forwards it to each city.
  • February: Building officials notify property owners whose building are subject to the safety inspection program for the current year.
  • March-April-May: 90-day period for property owners to return structural & electrical checklists to the city/county.
  • June to November: 180-day period of time for those buildings requiring structural or electrical repairs to complete the work.

On May 26, 2022, Florida Governor Ron DeSantis signed Senate Bill SB 4-D: Building Safety. The current proposed legislation is slated to apply to buildings that are three (3) stories or higher, and that are thirty (30) years and older; or twenty-five (25) years and older if located within 3 miles of the coastline. Buildings that fall under this category must conduct structural integrity assessments known as Milestone Inspections. A “Milestone Inspection” is the structural inspection of a building performed by a licensed architect or engineer. The purpose of a Milestone Inspection is to ensure a building’s safety through an assessment of its structural components and general structural condition. The purpose of such inspection is not to determine if the condition of a building is in compliance with the Florida Building Code or the fire safety code.

Upon determining that a building must have a milestone inspection, the local enforcement agency will provide written notice of such required inspection to a condominium/cooperative association.

A milestone inspection consists of two phases. Phase 1 must be completed within 180 days after the owner or owners of a building receive the written notice from the local enforcement agency. A phase 2 inspection must be performed if any substantial structural deterioration is identified during phase 1. A phase 2 inspection may involve destructive or nondestructive testing at the inspectors direction.
